The Victorian Ombudsman's long overdue report was finalised!(Remember, the Victorian Premier and Police Minister chose to await the findings of the Ombudsman's report despite this October 2003 advice of repeated acts of sabotage, incompetence and outright perversions of the course of justice within it's office over the past two years. )
After more than two and a half years the seriously corrupt Ombudsman's Office completed its long overdue report into this Victorian police protection of pedophiles. The mainstream media reports in other items. (See below links.)
"One experienced detective with Victoria Police's sexual crimes squad told Ombudsman's office investigators that a 12-year-old girl was to blame for instigating alleged sexual abuse by a 63-year-old man.
The senior detective, who has been found to have inadequately investigated the alleged abuse of the girl and other children in a country town, also told investigators that such a situation was 'not unusual'. Another policeman in the town described the 12-year-old girl as a 'little slut', despite admitting it was likely that the man had abused her."

Why hasn't the Premier made this report public? In answer to the question, "Can we now expect scrutiny of the Ombudsman's office so that Victorian citizens can judge the validity of its report?" we can quote this 30th June 2004 response to gaiaguys from the Premier's Justice Department.
"As the Ombudsman is an officer of the Victorian Parliament, and can only be removed by motion of both houses, it may be appropriate for you to raise your concerns about his office with your local Member for Parliament. The Ombudsman is an officer independent of executive government, and Victorian law makes no provision for the Premier to oversee or intervene in the work of his office."
The Premier continues to reject calls for an independent commission in Victoria. Similarly, Dr Michaelson's October 2003 appeals to her member for Parliament were treated with contempt.

This damning correspondence reveals that the deputy Ombudsman dismissed the Ethical Standards Department police detective he had put in charge of this investigation as this detective has demonstrably lied, and, among other things, failed to pass on evidence provided to him of Police actively involved in the ritual sexual abuse of children.
Alarmingly, the Deputy Ombudsman judged this detective's criminality as mere "incompetence" and chose not to investigate this gross perversion of the course of justice. This Senior Sergeant still remains a member of the Victorian Police Ethical Standards Department!

"We have a number of checks and balances in place to ensure police maintain a high level of integrity and continue to discover and weed out crooked police," the spokesman said. "The current system results in convictions and sentences rather than immunities, which are often granted under a royal commission."
Senior assistant ombudsman (police complaints) Brian Hardiman said he did not believe a royal commission was necessary. "The fact is corruption is an ongoing problem," he said. "So the price of a relatively clean force is eternal vigilance and that is not provided by a one-off hit through a royal commission.
"It is provided by a strong, well-resourced police ethical standards department and ombudsman's office."

"VICTORIANS have been collared with sexual images of children as young as six months. " Sexual crimes squad leader, Detective Senior Sergeant Chris O'Connor said: "There is a great risk to kids. "Child-sex offending via the Internet is a burgeoning issue, not only for law enforcers but all agencies responsible for child protection. .. Police worked both "covertly and overtly", co-operating with overseas agencies, to catch offenders, he said. But child molesters, as a class of criminals, had good financial resources [that's for sure!-(gaiaguys)] and took maximum advantage of new technology such as video and digital cameras and versatile 3G mobile phones to secretly generate, receive and share images."
The main exposé about this powerful and very violent pedophile ring tells us that numerous politicians and bureaucrats from both sides of government are, or have been involved. So what are the Victorian elected representatives, who are responsible for the functioning and policing of Victoria's public institutions, doing about this blatant horror? The Politicians...
Victoria Labor Premier Steve Bracks Dr Michaelson calls for a Parliamentary Enquiry - 5th Oct 2003

"I would like to highlight that while the unacceptable delays continue, many children are continuing to be subjected to the most horrific sexual, physical and emotional abuse imaginable. These children are under the care and responsibility of your government. But most importantly, you are a decent human being, Premier Bracks, and you are in a unique position to DO SOMETHING!"
The Victorian Premier and Police Minister await[ED] findings of Ombudsman investigation despite the above advice of repeated acts of sabotage, incompetence and outright perversions of the course of justice over the past two years.
"Given, however, that these very serious claims are still the subject of an on-going Ombudsman's investigation, it would be highly inappropriate for the Minister to now seek to intervene or make any comment. In this context, as an independent statutory officer and accountable to Parliament, the Ombudsman has extensive powers akin to those of a standing Royal Commission. In the circumstances, I am confident that you will readily appreciate that the Ombudsman must be left to carry out his statutory duties and functions without fear or favour and free from any interference. That this requirement is absolute, serves to underscore the political neutrality which is the hallmark of his Office."
(On August 26 2003 gaiaguys also wrote a letter to Premier Bracks which mentions the then recent meeting between the Assistant Police Commissioner and Dr. Reina Michaelson (with high profile anti- pedophile activist Hetty Johnson) to determine what action would now be taken.

What about the Member for Parliament, elected to represent the people of his Victorian electorate?
(Labor Member for Eltham Victoria, Steve Herbert.) Responding to appeals from Dr Michaelson and her colleagues, he responded... It's Not My Role to Instigate Any Enquiries Labor Party's Steve Herbert prides himself on "knowing how to listen to the needs of the community and how to deliver solutions to meet those needs", yet when faced with overwhelming evidence of a scandalous cover-up and protection of an elite Pedophile/Child Pornography network involving the Education Department ( Herbert previously worked for Lynne Kosky, Minister for Education), the Victorian Police and even the Ombudsman's office, he, like Premier Bracks and Police Minister Haermeyer, chooses to turn the other way. Some of the victims of the network have reported being taken to various locations where they have been subjected to ritual and sexual abuse, including Eltham, Mr. Herbert's own electorate.
