Please be aware that the following is only one extract from a larger question-and-answer section of the bulletin. Due to time constraints we can only translate a little bit here and there of what Billy writes, and so we provide the following to possibly whet your appetite and also to attempt to clear up just some common misunderstandings about the renewed teachings.

Translators' note: This following section by Billy Meier answers some comment from a writer, Mr.Johannes Bucholz, from Germany, who expressed the view that he did not agree with a few points of Billy's teaching and that it would be supplemented or completed by teachings from "eastern wisdom".

You think that the "solutions" that I "offer" could still be deepened, and so forth, through supplementing them with eastern wisdom.

You err very much in this connection because the eastern wisdoms came about basically in earlier times from the effective spirit teachings which I teach, and these were - exactly as with Christianity and the other religions - adulterated to the point of being unrecognisable, whereby, besides Christianity, the Vedic teachings represent the worst forms of distortions.

Zudem muss gesagt werden, dass viele der östlichen Weisheiten in der Regel ebenso äusserst banal und kindisch sind, wie auch viele der westlichen und orientalischen Philosophien usw.

Additionally it must be said that many of the eastern wisdoms, as a rule, are just as extremely banal and childish as are also many of the western and oriental philosophies, and so forth.

Ungemein viele religiöse und sektiererische sowie philosophische Irrlehren werden selbst heute in der sogenannten aufgeklärten Neuzeit noch verbreitet und von Gerngläubigen aufgenommen, was eine Tatsache ist, die auch aus Ihren Fragen und Darlegungen hervorgeht.

Uncommonly many religious and sectarian, as well as philosophical, false teachings are still spread, even today, in the so-called enlightened New Age, and are taken up by willing believers, which is a fact which also comes forth from your questions and expositions.

So sprechen Sie z.B. von einer ‹geistigen Blockade›, die absolut illusorisch ist, denn der Geist kann weder blockiert noch angegriffen werden, weil es sich bei diesem um eine reine schöpferische Energie handelt, die gegen jegliche Angriffe von seiten des Menschen absolut tabu ist, folglich der Geist auch nicht an ‹Geisteskrankheit› erkranken kann.

Therefore you speak, for example, of a "spiritual blockade" which is absolutely illusory because the spirit can neither be blocked nor attacked, because, with this, it concerns a pure creational energy which is absolutely immune from any attack from the side of the human, consequently the spirit can also not become ill from "spiritual illness".

Dies ist allein beim materiellen Bewusstsein möglich, denn nur dieses kann geschädigt oder von Krankheit usw. befallen werden, niemals jedoch der Geist im Menschen, weil dieser rein schöpferischer Natur und unantastbar ist.

This is only possible with the material consciousness because only this can be damaged or become sick, and so forth, never, however, the spirit in the human because this is of pure creational nature and is inviolable.

So it is also only the consciousness of the human which can learn, create ideas and evolve as well as create "consciousness-related property".

 

Die Geisteslehre, die ich darbiete, ist in keiner Weise darauf aufgebaut, mit Worten überzeugen zu wollen, wie das gegenteilig bei den Veda-Lehren, der Bibel und allen sonstigen Religions- und Sektenlehren der Fall ist.

The spiritual teaching which I offer is in no way constructed on wanting to persuade with words, as is the opposite case with the Vedic teachings, the Bible and all other religious and sectarian teachings.

Offensichtlich kennen Sie die ‹Geisteslehre, Wahrheitslehre und Lebenslehre› nicht, folglich Sie auch nicht beurteilen können, um welche wahrheitliche Lehre es sich dabei handelt (die Lehre umfasst 365 Lehrbriefe sowie rund 40 Bücher und viele Kleinschriften).

Obviously you do not know the "spiritual teaching, teaching of truth and teaching of life", consequently you can also not judge about which truthful teaching it thereby concerns. (The teaching is comprised of 365 teaching letters as well as around 40 books and many pamphlets.)

Diese nämlich kennt weder ein Überzeugen noch gute Vorsätze, Empfehlungen oder irrige Gebote usw., durch die sich die Menschen verändern sollen, folglich Sie sich auch diesbezüglich gewaltig irren, denn die Geisteslehre (wobei Geist auf alles Schöpferische und nicht auf das Bewusstsein bezogen ist, jedoch das Bewusstsein durch die Lehre der schöpferischen Gesetzmässigkeiten geschult wird) ist auf völlig andere und äusserst wertvolle Dinge ausgerichtet.

These, namely, know neither a persuasion nor good intentions, recommendations or erroneous directives and so forth, through which the human is supposed to change, consequently you also greatly err in regard to this because the spiritual teaching (whereby spirit relates to everything creational and not to the consciousness, however the consciousness is schooled through the teaching which pertains to the creational laws) is orientated towards completely other, and extremely valuable, things.

Dass Sie die meisten Menschen der Dumpfheit und Trägheit des Intellekts und damit der Dumpfheit und Trägheit der Vernunft und des Verstandes bezichtigen in dem Rahmen, wie Sie das tun, ist äusserst bedenklich und überheblich, denn es weist darauf hin, dass Sie sich besser denken als Sie sind und Sie sich selbstherrlich über die ‹Dumpfen› und ‹Trägen› erheben.

That you accuse most humans of apathy and sluggishness of the intellect, and thereby of apathy and sluggishness of reason and of understanding, in the context in which you yourself are (apathetic and sluggish), is extremely questionable and arrogant because it indicates that you think yourself better than you are and you elevate yourself high-handedly over the "apathetic" and "sluggish" ones.

Dass die meisten Menschen schon von Kindesbeinen an durch falsche Erziehung und durch eine falsche Umgebung suggestiv falsch belehrt wurden/werden, wodurch sie bewusstseinsmässig nicht wachsen und durch Stress keine Änderungen im persönlichen oder gesellschaftlichen Leben vornehmen können, da haben Sie leider auch nur teilweise recht.

You are unfortunately only partly correct (in saying) that most humans were/are already, from childhood on, suggestively wrongly taught through being raised wrongly and through a wrong environment, whereby they do not grow in consciousness and cannot carry out changes in personal or societal life.

Grundsätzlich nämlich ist jeder Mensch in vollem Umfang für sich selbst verantwortlich, folglich er sich - wenn er sich bemüht - selbst entscheiden kann, wie sich sein Leben entwickeln soll.

Basically, namely, every human is fully responsible for himself, consequently he - if he makes the effort - can decide for himself how his life should develop.

Das kann er spätestens dann, wenn er ab dem siebenten Altersjahr seine Selbsterziehung beginnt und seine sich entwickelnden Interessen wahrnimmt.

He can do that at the latest then, when, from the seventh year, he begins his self-raising and observes his developing interests.

Ab diesem Zeitpunkt also vermag der Mensch bereits bewusst über sich selbst zu bestimmen und auch bewusst seine Interessen wahrzunehmen.

From this point in time, therefore, the human is already able to consciously decide about himself and also consciously observes his interests.

Zwar beginnt dieser Prozess im kleinen schon in jüngeren Jahren, doch die eigentliche diesbezüglich bewusste Form ergibt sich erst ab dem siebenten Lebensjahr.

Indeed this process already begins, to a small degree, in younger years, yet the essential conscious form, relating to this, first occurs from the seventh year of life.

That is the time when one - the human, namely - in every relationship, carries the freedom in himself to determine about himself, his life-raising and life-interests, just as much as in relation to his thoughts, feelings and the orientation of his consciousness.

But in addition to that, since there are religions and sects, the circumstances arise in which the children already, from their rearing, are raked over with erroneous religious and sectarian teachings and are coerced into their nonsense, besides which they cooperate with the inherited nature of the beliefs such that the human, as a rule, develops in a religious direction of belief.

Those are things which are obviously not clear to you, as neither is that the human is subject to societal norms which he can only free himself from through his own initiative if he brings forth the motivation, the courage, the energy and the strength to do so.

But the power of the societal norm is, as a rule, mightier than the individual human, consequently he is just as subject to this as to religious or sectarian beliefs which hammer him from many sides, because belief is a product of inheritance which leads back to the parents.

What you write in paragraph two in regard to "true changes" cannot be allowed to stand because it corresponds to Vedic nonsense because an "expansion of the individual spirit into the cosmic spirit" can neither come about through practical exercises nor through something else, and so neither is "concrete experience of the all-penetrating, eternal, state of being (Aatma, Brahman)" possible.

Wahrheitlich hat der Mensch in keiner Art und Weise irgendwelchen Einfluss auf den individuellen Geist, weil dieser unantastbar und also durch den Menschen auch nicht manipulierbar oder sonstwie beeinflussbar ist.

Truly, in no shape or form does the human have some kind of influence on the individual spirit because this is inviolable and therefore is also not able to be manipulated or otherwise influenced by the human.

Der Geist des Menschen, der individuelle Geist resp. die Geistform ist ein winziges Teilstück rein schöpferischer Natur in voller Selbständigkeit, folglich er nur gemäss den schöpferischen Gesetzmässigkeiten lebt und sich selbst evolutioniert gemäss der Evolution des Bewusstseins, wobei dieses jedoch keinerlei bewussten oder unbewussten Einfluss auf den Geist ausüben kann.

The spirit of the human, the individual spirit, respectively, the spirit-form, is a tiny fragment, of a pure creational nature, in full autonomy, consequently, it lives only according to the nature of the creational laws and evolves itself in accord with the evolution of the consciousness, whereby, however, this cannot exercise any kind of conscious, or unconscious, influence on the spirit.

Therefore it is also nonsensical to label the entire thing as "concrete experience of the all-penetrating, eternal, state of being - the universal existence", because one such state is only characteristic of the all-encompassing Creation - of the universal consciousness - and this state can, under no circumstances, be reached by the human or even only grasped by means of the understanding.

So kann also das Bewusstsein, das Sie im Unverstehen mit dem Geist gleichsetzen, auch mit etwas Praxis nicht mit dieser ‹neuen Erfahrung› durchtränkt werden, das immer wieder in die Farbe (‹Sein›) getaucht und an die Sonne gelegt resp. der ‹Aktivität› ausgesetzt wird, damit die Farbe ‹Sein› auch unter widrigsten Umständen stabil bleibt.

[Translators' note: The writer described a "concrete experience" of the "all penetrating, eternal state of being" which facilitates the practice of "expanding the individual spirit to the cosmic spirit". He says the "individual spirit" would be "saturated by this new experience" like a cloth which again and again is submerged in dye, (ie. in "the Being"), and laid in the sun to dry until the color (the Being), no longer fades, even under the most adverse circumstances, and remains stable.]

So the consciousness, which you, in lack of understanding, set equal to to spirit, cannot, therefore, even with some practice, be saturated with this "new experience" if it is always again submerged in the dye ("being") and is placed in the sun, respectively, the "activity" is set, so that the hue ("being") remains stable even under the most adverse circumstances.

Übrigens, das ist Ihnen offensichtlich auch nicht bekannt, bedeutet das ‹Sein›, wie Sie schreiben, das materielle Leben resp. das materielle Dasein, während ‹SEIN› die wahre Existenz der Schöpfung sowie der Absolutumformen und des SEIN-Absolutums bedeutet, folglich also die Schreibweise darüber bestimmt, wovon eigentlich die Rede ist.

By the way, what is obviously also not known to you, is that "being", as you write it, signifies the material life, respectively, the material existence, while "BEING", signifies the true existence of Creation as well as of the forms of the Absolutum and of the BEING-Absolutum, consequently, therefore, the way of writing about it determines which one the talk is actually about.

Für den Menschen ist es zudem unmöglich, im kosmischen (schöpferischen, denn nur einen solchen gibt es) Seinzustand (wobei wohl der SEIN-Zustand gemeint ist) zu leben oder diesen überhaupt nur zu erreichen, denn dieser hohe Wert ist nur der Schöpfung und allen Absolutumformen eigen und möglich.

In addition, it is impossible for the human to live in the cosmic (creational, because there is only one such) state of being (whereby indeed the BEING-state is meant) or only to reach this at all because this high value is only a characteristic of, and is possible for, Creation and all forms of the Absolute.

Also ist es auch durch eine transzendentale Meditationstechnik nicht möglich für den Menschen, einen solchen Zustand zu erreichen.

Therefore it is also not possible for the human to reach such a state through a transcendental meditation technique.

In contrast to that which you assert, the following - being: for the human one such state of BEING (which you erroneously name state-of-being) has been preserved by a Vedic tradition of India and this does not rest on belief, world-view and religion nor is it conditional on these, and that purely everything rests on the inner lawfulness of the human spirit - corresponds to an error without compare.

In addition to that, the facts were already explained many times, that the human spirit, as the creational origin, is a tiny fragment of the spirit of Creation in the human.

And this spirit, respectively, the human spirit-form, enlivens the material consciousness as well as the entire material body.

Das, was Sie also als individuellen Geist des Menschen ansprechen, ist in Wahrheit dessen materielles Bewusstsein, das zuständig ist für die Evolution des materiellen Bewusstseins, aus dem auch alle Gedanken und aus diesen wiederum die Gefühle hervorgehen sowie alle Formen an Ideen, an Handeln und Vollbringen von Taten, alle Formen der Motivation und des Willens und natürlich auch sämtliche Formen der Meditationen.

That which you therefore speak about as the individual spirit of the human is, in truth, its material consciousness which is responsible for the evolution of the material consciousness out of which also all thoughts come forth and from the thoughts then come the feelings as well as all forms of ideas, behaviour, and the completion of acts, all forms of motivation and will, and naturally also all forms of meditations.

 

Dass Friedensmeditation in grossen Gruppen viel Positives bewirken, das ist eine altbekannte Tatsache, die schon seit alters her bekannt ist, wobei allerdings die Voraussetzung gegeben sein muss, dass bei der Friedensmeditation eine uralte und allein wirksame Formel angewendet wird, die in den indischen Veden-Lehren schon vor Jahrtausenden verlorengegangen und in einer uralten Sprache gehalten ist, die im Unterbewusstsein aller Menschen durch Impulse aus den Speicherbänken stets gegenwärtig ist.

It is a long known fact, which was already known here since ancient times, that peace meditation in large groups positively effects a great deal, whereby, above all, the provision must be that, with the peace meditation, an ancient, and the only effective, formula is employed, which was already lost in Indian Vedic teaching thousands of years ago, and is held in an ancient language which is constantly present in the subconscious of all humans via impulses from the storage banks.

Tatsächlich ist es in bezug auf eine Friedensmeditation notwendig - genauso wie bei einer anderen auf die Masse ausgerichteten Meditation -, dass entsprechende unterbewusstseinsmässige Kenntnisse gegeben sein müssen in bezug auf den Meditationsstoff, damit überhaupt im Menschen in einer solchen Beziehung aufnahme- und verstehensmässige Regungen in Erscheinung treten können, ansonsten sie nicht funktioniert.

Actually it is necessary in regard to the peace meditation - exactly as with other meditations which are directed at the mass - that corresponding cognition of a subconscious nature occurs in regard to the meditation material, so that, principally, in such a connection, absorption-related and understanding-related sentiments can emerge in the humans, otherwise it does not function.

When you therefore write that meditations in large groups of thousands of humans were carried out in one location and have resulted in world-shaking changes - "because if a sufficiently large number of humans in one place radiate the experience of the universal existence, of the all-present state of being, of the all-embracing consciousness, so, automatically the collective consciousness also changes and it comes to a constant neutralising of the negative and to the growth of positive societal tendencies.

Historically, that has been reported in India again and again and can be proven nowadays through scientific experiments", then the entire thing rests on factors pertaining to belief, on your side, and for all who likewise believe in that, because these forms, as they are described by you, belong in the realm of fantasy and illusion as well as in the esoteric, because the truth and reality look completely different: to date there exists no provable scientific experiments at all, as you describe these, because truthfully such assertions deal only around biased pseudo-scientific "proof" which in no way withstands a real scientific clarification.

Werden grosse Meditationen ausgeübt, wie eine Friedensmeditation, was wirksam nur mit sehr vielen Menschen getan werden kann, dann entstehen dadurch keine weltbewegende Veränderungen, sondern nur Einzelwerte in Menschen, die irgendwie dafür offen sind und die Impulse aus den Speicherbänken via das Unterbewusstsein wahrzunehmen vermögen - immer vorausgesetzt, dass die Impulse aus den Speicherbänken vom Unterbewusstsein tatsächlich aufgenommen und richtig umgesetzt werden.

If big meditations are practiced, like a peace meditation which can only be done effectively with very many humans, then no world-shaking changes come about thereby, rather only individual values in humans who somehow are open for that and are able to perceive the impulses from out of the storage banks via the subconscious - always provided that the impulses from the storage banks are actually taken up by the subconscious and are correctly transformed.

Also heisst es nicht, dass der gesamte kollektive Unterbewusstseinsblock des Menschen auf solche Meditationen anspricht, sondern nur einzelne Menschen - und die vermögen wahrhaftig keine weltbewegende Veränderungen herbeizuführen, die in kurzer Zeit sichtbar würden.

Therefore it does not mean that the human's entire collective block [ie. body] of subconscious is addressed by such meditations, rather only individual humans - and they are truly not able to cause any world-shaking changes which would be visible in the short term.

Tatsache ist, dass in der genannten Weise nur vereinzelt Menschen auf eine grosse Meditation reagieren und diese dann in sich langsam zu arbeiten beginnen, die Selbsterkenntnis und Selbstverwirklichung suchen und dann, wenn sie diese und die Gesetze des Lebens und der Wahrheit gefunden haben, erstens langsam alles in sich selbst aufbauen, um es dann in sich selbst sowie nach aussen zu leben.

The fact is that, in the named way, only isolated humans react to a big meditation and these then slowly begin to work in themselves to seek the self-cognition and self-realisation and then, if they have found these, and the laws of life and of the truth, they only slowly build up everything in themselves in order to then live it in themselves as well as outwardly.

Das ist der wahre Weg der Evolution des Bewusstseins, nicht aber die Unsinnigkeiten und pseudowissenschaftlichen, pseudogeistigen, göttlichen, und wirrnisschaffenden Irrlehren der vedischen, christlichen oder sonstig religiösen, sektiererischen und esoterischen Märchen, Legenden, Fabeln, Verfälschungen, Betrügereien, Phantasien und Illusionen.

That is the true way of evolution of the consciousness, not, however, the nonsense and pseudoscientific, pseudo-spiritual, divine, and confusion-producing false teaching of the Vedic, Christian, or other religious, sectarian and esoteric stories, legends, fables, distortions, deceits, fantasies and illusions.

At least last year that sort of danger has been avoided, in that, in the USA the Democrats have won the election and they opposed the US President who has fallen to sectarianism and delusions of power.

Was diesbezüglich nun die Zukunft bringen wird, ist abzuwarten, wobei zu hoffen ist, dass sich der bisherige Kurs der US-Kriegsgegner erhält und auch bei allen andern Völker der irdischen Staaten ein selbiges getan wird, weil sich dadurch die Weltkriegsgefahr immer mehr mindert und so die diesbezüglichen Prophezeiungen in bezug auf ihre Erfüllungen abgewendet werden können.

A sensitive new report offers a sobering assessment of what kind of world to expect if action on global warming is not taken soon, write Marian Wilkinson and Deborah Smith.

WORLD leaders must urgently deal with the impact of climate change and stop it accelerating or it will be beyond the capacity of humans to cope, a new report by a United Nations body of leading scientific experts warns.

The report by the Intergovernmental Panel on Climate Change, whose wording was agreed in Brussels only yesterday after all-night disputes between scientists and governments and last-minute objections from the US, China and Saudi Arabia over wording and graphics, bluntly says: "Unmitigated climate change would, in the long term, be likely to exceed the capacity of natural, managed and human systems to adapt."

The report challenges world leaders to begin producing and costing plans to handle the huge changes that will be wrought this century by global warming.

It lays out the devastating effect around the world from Australia to the Americas, Africa to Europe and the Pacific islands to the polar regions if global temperature rises between 1.5 and 2.5 degrees.

In a sobering assessment, the report finds this warming would mean "approximately 20 per cent to 30 per cent of plant and animal species assessed so far are likely to be at increased risk of extinction".

It also warns of malnutrition, water shortages, disease and injury from predicted increases in heatwaves, droughts, storms and other severe weather events.

An author of the report, Kevin Hennessy, of CSIRO Marine and Atmospheric Research, said it details the result of climate change on animals and plants in the oceans and on land. It "clearly shows that human activities are already affecting some natural systems. That's a very new finding."

Dr Bryson Bates, director of the CSIRO Climate Program, another lead author, said this generation and the next would be affected by a warming world. "Climate change is real and the time to act is short. Adaptation to climate change is as important as the mitigation of greenhouse gases."

The Great Barrier Reef is among the ecosystems likely to be hardest hit by rising sea temperatures and acidic oceans.

Professor Terry Hughes, of James Cook University, who contributed to the report, said time was running out for coral reefs. "We have a narrow window of opportunity - no more than 20 years to achieve decisive cuts in greenhouse gases - to protect coral reefs from massive degradation," he said.

The report by the panel is designed to help governments understand the effects of climate change and how to adapt to them.

It warns that "hundreds of millions of people are vulnerable to flooding due to sea level rise", with millions more facing increases in malnutrition, disease and injury as severe weather affects farmland, infrastructure and coastal property.

The experts say the cost of climate change will fall disproportionately on poor and developing nations in Africa and Asia where governments will be unable to bear the brunt of the effects.

Water shortages in Africa, the report says, will "lead to large increases in the number of people at risk of water scarcity" and increased risk of hunger.

In Asia, glacier melts in the Himalayas are virtually certain to increase related flooding, rock avalanches and disruption of water resources.

The coastal areas in the big Asian river deltas are "likely to be at greatest risk of increased flooding from rivers and sea", while rises in temperature and changing rainfall patterns "will increase the risk of hunger in Asia, especially in developing countries".

Small island states, including those in the Pacific, face the highest relative increase in risk from sea level rise, which will threaten vital infrastructure that supports their communities.

Their water supplies "are likely to be seriously compromised", the report says, and they will face a fall in income from tourism.

Another of the authors, Professor Colin Woodroffe, of the University of Wollongong, said coasts were already highly vulnerable to a range of hazards, including tsunamis and cyclones. "Those hazards will be exacerbated by climate change," he said.

Developed nations such as Australia and the US also face severe challenges from drought, fires and inundation caused by sea-level rises. One likely impact with be withdrawal on private insurance on coastal properties.

Australia faces increased water security problems, the report finds. Areas of the coast, especially Cairns and south-east Queensland, face increased risks from sea-level rises and "increases in the severity and frequency of storms and coastal flooding".

The panel report calls on the Government to identify how it can reduce the nation's vulnerability to climate change, especially in "hot spot" regions like the Murray-Darling Basin, south-east Queensland, Kakadu, the Queensland wet tropics, the Snowy Mountains and the drought-prone south-west of Western Australia.

The draft summary noted that many of these hot spots include World Heritage sites, but the Federal Government had this reference cut during the process where every line of the report's summary for policy makers is debated.

The report stresses that "more needs to be done" in Australia to assess its vulnerability to climate change, and calls for priority to be given to assessing the impact on infrastructure, agriculture, water, fisheries, coastal communities, tourism and natural ecosystems.

It finds the implications for Australia's immigration and security are poorly understood as climate change begins to affect the large Asia-Pacific populations.

It advocates a mix of strategies to cope with climate change, including cutting greenhouse gases and adapting to change through technology, infrastructure design and land use planning.

Arctic ice melting faster than expected

The Arctic ice cap is melting much faster than expected and is now about 30 years ahead of predictions made by the Intergovernmental Panel on Climate Change, a US ice expert says.

This means the ocean at the top of the world could be free or nearly free of summer ice by 2020, three decades sooner than the global panel's gloomiest forecast of 2050.

No ice on the Arctic Ocean during summer would be a major spur to global warming, said Ted Scambos, a glaciologist at the National Snow and Ice Centre in Colorado.

"Right now ... the Arctic helps keep the Earth cool," Scambos said in a telephone interview.

"Without that Arctic ice, or with much less of it, the Earth will warm much faster."

That is because the ice reflects light and heat; when it is gone, the much darker land or sea will absorb more light and heat, making it more difficult for the planet to cool down, even in winter, he said.

Scambos and co-authors of the study, published in the journal Geophysical Research Letters, used satellite data and visual confirmation of Arctic ice to reach their conclusions, a far different picture from that obtained from computer models used by the scientists of the intergovernmental panel.

"The IPCC report was very careful, very thorough and cautious, so they erred on the side of what would certainly occur as opposed to what might occur," Scambos said.

The wide possibility of what might occur included a much later melt up north, or a much earlier one, Scambos said.

"It appears we're on pace about 30 years earlier than expected to reach a state where we don't have sea ice or at least not very much in late summer in the Arctic Ocean," he said.

He discounted the notion that the sharp warming trend in the Arctic might be due to natural climate cycles. "There aren't many periods in history that are this dramatic in terms of natural variability," Scambos said.

He said he had no doubt that this was caused in large part by greenhouse gases in the atmosphere, which he said was the only thing capable of changing Earth on such a large scale over so many latitudes.

Asked what could fix the problem - the topic of a new report by the intergovernmental panel to be released on Friday in Bangkok - Scambos said a large volcanic eruption might hold Arctic ice melting at bay for a few years.

But he saw a continuing warm-up as inevitable in the coming decades.

"Long term and for the next 50 years, I think even the new report will agree that we're in for quite a bit of warming," Scambos said.

"We just barely now, I think, have enough time and enough collective will to be able to get through this century in good shape, but it means we have to start acting now and in a big way."

CLIMATE change may have passed a key tipping point that could mean temperatures rising more quickly than predicted and it being harder to tackle global warming, research suggests.

Scientists at Bristol University say a previously unexplained surge of carbon dioxide levels in the atmosphere in recent years is due to more greenhouse gas escaping from trees, plants and soils. Global warming was making vegetation less able to absorb the carbon pollution pumped out by human activity.

Such a shift would worsen the gloomy predictions of the UN's Intergovernmental Panel on Climate Change, which warned last week that there is less than a decade to tackle rising emissions to avoid the worst effects of global warming.

The prediction came as an equally stark warning was issued that global warming was contributing to increased conflict over dwindling resources.

At the moment about half of human carbon emissions are re-absorbed into the environment, but the fear among scientists is that increased temperatures will reduce this effect. Wolfgang Knorr, a climate researcher at Bristol, said: "We could be seeing the carbon cycle feedback kicking in, which is good news for scientists because it shows our models are correct. But it's bad news for everybody else." Measurements of carbon dioxide in samples of air show a sharp increase since the turn of the century, with unusually high levels in four of the past five years. The spike does not seem to match the pattern of increased emissions from fossil-fuel burning, and can only be partly explained by natural events such as fires and weather phenomena including El Nino.

Dr Knorr's team compared the high carbon dioxide measurements in the atmosphere for 2002-03 with simulations of how soils and plants, including trees, behave under different conditions. They found the extra carbon dioxide in the atmosphere could be accounted for by plants taking up less carbon because of unusually dry and hot conditions.

Writing in Geophysical Research Letters, they say: "We find that the remarkable feature of the 2002-03 anomaly seems to be that climate fluctuations - not only related to El Nino and occurring across all latitudes - acted together to create an unusually strong out-gassing of CO2 of the terrestrial biosphere. Further research will be required to investigate if this fluctuation carries features of projected future climate change."

The British Foreign Secretary, Margaret Beckett, warned on Thursday that climate change could spawn a new era of conflicts over water and other scarce resources. She said climate-driven conflicts were already under way in Africa. Underlying the Darfur crisis was a struggle between nomadic and pastoral communities for resources made more scarce through a changing climate.

Speaking at the Royal United Services Institute in London on Thursday, Mrs Beckett quoted evidence that a similar conflict was brewing in Ghana where Fulani cattle herdsmen are reportedly arming themselves to take on local farmers in a confrontation over water and land as climate change expands the Sahara Desert.

The Foreign Secretary said the Middle East - with 5 per cent of the world's population but only 1 per cent of its water - would be particularly badly affected, with Saudi Arabia, Iran and Iraq hard-hit by a drop in rainfall.

"Resource-based conflicts are not new, but in climate change we have a new and potentially disastrous dynamic."

Her speech echoed a similar warning from the European Commission in January that global warming could trigger regional conflicts, poverty, famine, mass migration and the spread of infectious diseases such as malaria and dengue fever.

The British Government has this year tried to focus global attention on climate change as a security threat, and Mrs Beckett used the British chairmanship of the United Nations security council in April to convene the council's first debate on the issue.

Meanwhile at the UN, a vote is due overnight on whether Zimbabwe will take over the chairmanship of the Commission on Sustainable Development, which oversees environmental issues in the developing world.

REFERENCES to the potential for climate change to happen faster than had been expected were watered down or removed from an international report on climate change after governments got involved, New Scientist reports.

Most of the references to positive feedback (when a change in the climate leads to additional and enhanced changes) were cut from the final version of the United Nations' Intergovernmental Panel on Climate Change report, released last month in Paris, the magazine says.
